Most companies maintain two organizational structures: a formal HR org chart showing reporting lines and budget authority (useful for logistics but largely decorative), and an invisible informal one that actually drives decisions. The real power lies in the second chart—determining who gets consulted before decisions, whose opinions leaders seek, who can block initiatives, and where real influence concentrates. The formal structure rarely reflects where actual decision-making authority resides.
